10 teams is enough:
A conference champion ranked in the top-10 gets an auto bid.

Start with a Play-In Round, borrowing from the NCAA basketball tournament. The 8-Seed game is against the two closest conference champions that are not in the top-6. The 7-Seed game is between the two closest at large teams that are not in the top-6. These games are played about a week after conference championship and about a week before the quarterfinal round. They could be played either as part of a double-header at a neutral site, or at the home field of the higher ranked team.

Then, move on to the Quarterfinals, with games hosted by the higher seed the weekend before Christmas.

1-Seed hosts the 8-Seed game winner.
2-Seed hosts the 7-Seed game winner.
3-Seed hosts 6-Seed.
4-Seed hosts 5-Seed.

Then, from there, just simply spill into the current CFP structure. The Play-In and Quarterfinal Round losers would be eligible for non-playoff NY6 bowls, as well as any other bowl games played in late-December or early January.
