This isn't about pass efficiency differential. This is BYU's pass efficiency vs the pass efficiency defense of BYU's opponents against the other teams they have played.

Basically this is say that although BYU's passing stats aren't that great, BYU has played some really tough pass Ds and done better than their other opponents. Presumably we will post better pass stats once we play some weaker pass defenses.
