i don't know if there even is a highest bidder. the question is will the NFL...
... make more money by putting games all the Sunday games on CBS, FOX, TNT, TBS, etc, than by putting games only on CBS and FOX in addition to NFL Sunday Ticket.
There is absolutely no question which of those options the fans would prefer. And there's also no question which of those options would result in a higher amount of total viewers.
