I agree that the net seat count probably wouldn't go up by much, but it doesn't need to. I don't see us needing much more than 65k seats for the foreseeable future. This replacement would definitely improve the stadium and could be financed in the same way as the previous addition, by adding sky boxes and selling seat licenses. Depending on the design, the new East stands could utilize the space under the stands to add better amenities. The design could also incorporate features to contain sound within the stadium and enhance the fan experience.

I guess all we need is for some engineer to determine that the current stands won't meet earthquake standards to speed the justification.
