Defenses played against explains a lot of the variance.
Forgetting about running ability, here are the numbers:

Idaho State is FCS (and not even good FCS) -- their PER is almost irrelevant but suffice it to say if they were FBS it would be very very very bad. Fresno State is dead last in the country (125th) in FBS passing efficiency defense with an AVERAGE of 192 rating against them. YIKES!

Texas is 11th in the country in FBS pass efficiency defense. Houston is number 8. UVA is 44. I grant you Uconn is bad in pass eff. d. at 112.

Michigan, by contrast, is the only decent team Utah has played. They are number 59 in PED.

Against Michigan Wilson's PER was 159 with YPA of 8.6.

Utah has yet to play anyone in the zip code of Houston or Texas defensively yet. It's only "test" has been a team that is substantially worse than UVA. And it has played two cupcakes beyond the level of anybody on BYU's schedule.

We will see where the two end up at the end of the season.
