because everyone in a pro league plays a similar schedule and seedings are a direct result of W/L record. That doesn't work in college basketball where schedules are all different and seedings are actually just best guess. There are always lots of upsets in the first couple of rounds of the NCAA tournament, so the seeding is hardly perfect.
