that's true if there are no upsets
But if upsets occur, then often a higher seeded team has to play a tougher opponent than a lower seeded team. For reasons of competitive balance, fairness, and the general interest in pushing matchups between top teams to later rounds instead of earlier rounds, there's at least an argument in favor of some type of reseeding.
