A critique does not always identify solutions to the problems it identifies
A critique is simply a detailed assessment and analysis of an issue. There is no requirement to provide solutions for the flaws found. If you want to distinguish between critique and criticism, you would do better focus on the apparatus or logic used to critique the issue in question. Even so, in most fields, criticism and critique are interchangeable. If you must split hairs then difference between a critique and criticism is that a critique, by definition, goes about it a systematic manner, whereas criticism can just be based on unproven opinions and biases, a gut feeling if you please.
