Good question, because the top 99th% can make 2x or 100x as much as the the 98th
If, say 200K per year puts you in the top 2%, you still are not that far ahead of someone who makes 150K. But someone who makes millions is clearly in a different league.

So, my answer is, I don't think it has to do with income, but wealth. I'd say to be upper class you have to have so much money that you don't need to work.
