But mostly that Vick is the rare athlete that could actually make it as a running quarterback in the nfl. Taysom has decent arm strength, that won't keep him out of the nfl. He just hasn't shown he can sit in the pocket and move an offense consistently. Also, Vick actually put up decent passing numbers in college, mostly because people were so afraid of him running but there was still evidence he could throw. Taysom is to Vick as Riley is to Taysom.

Now comparing taysom to locker is much more realistic. The problem is locker really hasn't been that good. He's ok, but nowhere near worthy of that first round pick. If taysom is set on being a qb, he's probably a 4th round pick. Locker was also less reliant on his running ability than taysom. He really didn't run all that much.
