He clearly states the HIPO infraction occurred when the player talked about "Chuckle". He then clarifies that Chuckle is the bull. In this case, the guy is right. There was a minor incident that went unreported where a BYU player requested (and received) Chuckle's medical records from a Logan veterinarian with BYU ties. The NCAAA (National Collegiate Animal Advancement Association) is looking into it. There may be suspensions forthcoming.
