At its best BYU was considered what BSU was a few years ago... a nice little program winning games against primarily bad opponents but with a gimmicky (pass) offense that could beat a big team in the right moments (but usually not).

They were entertaining to watch and had a well respected Head Coach.

In other words: BSU.

BYU has never been considered more than that.

Even the year they won the National Title it was more because there were no "great" teams that year -- so they won almost by default. It wasn't because they were thought of as a national powerhouse.
