Phil's money had an effect much earlier.

I would argue their first "Big" season was under Rich Brooks in 1994 when they went to the Rose Bowl. From 1994-2003 they had the 17th best win pct. in the country and the best winning percentage in the Pac 10 at that time. They finished ranked in 5 of those years.
