I'm a faculty member. Don't I try to write articles for the top journals every time? Yes, but I don't often get into those journals. But when I start a new paper with students I say, 'let's try and write this for the top journal". That's our goal, but I know I won't achieve that goal every time. But I think it's better to try for the goal and to even make it known to my peers that I am trying, then to not.
