I give my boys a tool for every birthday/Christmas so by the time when they move out, they'll have a decent start with having the necessary items they'll need to have when they're on their own.

Also, at the age of your son, you'll most likely need to start equipping him with his own sleeping bag, tent, stove, hiking backpack, pocket knife, etc.
