Very few QB's can make that throw accurately enough.
And it takes a receiver and a QB to be really in tune with each other.
I agree it is a great play when all parties are on the same page. It also a turnover waiting to happen when the timing is off, or the QB is inaccurate. And there aren't very many QB's in the NFL accurate enough to consistently make the play, let alone in CFB.
