shouldn't the best thing to do in this situation is bring a heavy hand and revoke all championships from said years of fraud as well as a boat load of cash to local charities that help widows. No five year plan, but a 2 year plan of say 25 million dollars, would that be enough of a punishment?

How about along with stripping championships of teams involved in fraud to charity donation, how about no recruiting (in those areas where fraud was paramount) for the next five years (Jan 2015-Jan 2020)
