Sounds like working with someone from Gartner
I had the distinct pleasure of working with someone from the Gartner group on a few IT architecture and planning initiatives.

In each case they brought in some guy with an expensive suite and fancy accent that can only speak in hyperbole, business buzz words, and recommend further investigation by his experts. These guys charge huge amounts per hour ($250+) and accomplish absolutely nothing in return. But management loves their accents so they must be smart and just being affiliated with Gartner makes them feel special.

Meanwhile it's left to the minions to put some sort of meaning and measurable progress to their random platitudes on a shoestring budget. They are great at defining very high level initiatives using big words but have no clue how to actually implement them.
