There's a difference between a Sarbox audit (which is what the OP described) and

a process consulting engagement. Deloitte has different firms/branches that do different things. You may have experienced the latter services provided by Deloitte. Under what the OP described, however, it would be illegal for Deloitte to have anything to do with the implementation of the recommendations.
