Let's see....Jerry West (arguably the best), Larry Bird, Danny Ainge...
and if you look at the other top GMs, Pat Riley (Heat--in NBA), RC Buford (spurs--played DI), Sam Presti (thunder) played DIII. Most of them demonstrated some level of mastery of the sport.
People who have a attained a level of expertise in an area are usually better suited to judge talent. Try reading Blink by Gladwell...it might give you a better appreciation.
