He watches Haws get thrown to the floor and then points at him with both hands. It's like he's thinking, "What the... Isn't anyone going to call a foul? That's an obvious foul. Why doesn't someone blow their whistle? ...Oh yeah, that's my job...ooops."
It's okay to blow the whistle a little late sometimes. I think he wanted someone else to do it. He didn't want to be blamed for deciding the game (Haws at the free throw line pretty much decide the game). When it's that obvious we need refs to do their job.
