How is that any different from what we see today?

At least there is opportunity for teams to move up. Teams like Utah, TCU, Boise State, UConn, Cincinnati, and BYU would have moved up in recent years. Teams like Colorado, Northwestern, and Indiana would have moved down. It's perfect IMO. Let the play on the field decide a team's competition.
