I was usually able to get something close to the intro rates by going to the
Comcast store and talking to someone in person whenever my promo price was about to expire. You will pay more after the first intro period but I've never had to pay nearly the "full" rate.
Trying to negotiate over the phone with them is no fun at all though. If you don't have easy access to a Comcast store then you may have problems getting your rate down after the promo period.
