My son missed a bunch of rides and had to wait outside the rides while his taller cousins rode -- he was inconsolable. Then a friend suggested getting paper towels and folding them into a thick stack and putting them into his shoes. We went right back to the same ride later that day (different operators at that time) and this time he went right through without a problem.

Just don't let the paper towels stick up outside the shoes . . .
