He's both. And has a sprawling epic to work under.
Has to keep geography, genealogy, character traits & voice, etc. straight.
Generally, he does a wonderful job--it reads as much like historical fiction as anything else--but it takes a long time, and he doesn't always know where his plot and characters are going.
