I had a similar ACT score and a HS GPA below 3.0. I went on my mission and had

a near 4.0 at UVSC for a year a half and at BYU for another 4 years (including grad school). People change. I can't tell you the number of people I know who came back from missions and school was magically easy for them.

I personally don't think HS is always a reflection of what someone will do at college.
