"Continually jabbing an opponent by extending an arm(s) and placing a hand or forearm on the opponent;
Using an arm bar to impede the progress of a dribbler."

...Kaufusi extends an arm bar it's a foul yet opposing guards who drive, get cut off and then blatantly use their guard arm to push off the defender creating space for a step back jumper get away with it 100% of the time. Yet if a big man uses his guard arm to ward off an opposing big who's all over him on a put back attempt it's an offensive foul. Or if a big uses his guard arm to "hook" his post defender and spin to the basket, it's a foul. But if it's the guard and he blatantly pushes off to create space he gets away with it 100% of the time.
I hate the direction that college basketball officiating is taking. Next thing you know they'll be allowing certain players extra steps like in the NBA.
