The selection team looks at what teams have done individually
They don't care about conference rating.
You could play in a highly rated conference but not beat any good teams, and not make it into the tourney.
You could also play in a lower rated conference but beat the 2 or 3 top teams and have a worthy resume. That's basically what Boise State has done this year.
