What I took from what he said is that likely Bronco has gone to each player and listed off one or more things that the player will be required to do, show change in behavior, church or community service, etc. Something on the line of probation in lieu of a suspended jail sentence. If the player completely satisfies the requirements Bronco put forth for that player, there is no suspension. If the player doesn't complete the required items in the time frame set, he misses a game or games.
The only one that I think is definitely going to miss time is Nacua. Regardless of his motivation or what happened earlier, video on ESPN of Nacua throwing a sucker punch is too bad of an image for BYU and will only be made worse if there is an appearance of BYU doing nothing as far as a suspension goes, regardless of what other punishments Bronco puts on Nacua whether public or private.
