A few ways to look at a POY, and there's rarely consensus on what it should be.
- Career achievement
- Career achievement on best team over the course of the career
- Best player on best team
- Player whose team would have had the biggest drop in wins had only he been absent
- Basketball version of WAR (similar to above, but not exactly the same)
- First player chosen if picking teams recess-style
- Player with most complete/impressive set of stat averages

...and even:
- Best player who's been in the league longer than another contender for the award who can be given one of the "consolation" awards instead
- Best player who hasn't already won the award

If each of the voters used the same description, you may very well get a different player for each one of the above options.

...or some combination of the above

For my above list, it'd be:
Haws
Pangos
Wiltjer
Dee
Waldow
??? probably Wiltjer
Collinsworth
Pangos
...and probably Pangos

You really would have to get consensus on what "POY" for you to have any hope of consensus on who it is.
