Can you feint a kick on a PK to effectively fake out the goalie, kind of like a pump fake in football?

My daughter did it in a tourney two weeks ago, converted, nothing called.

She did it last weekend, disallowed it and ref made her re-kick.

I would assume most youth soccer follows USSF rules and I'm pretty sure this is allowable. I believe you just can't follow through with a full kicking motion, pulling the goalie off the line and then go through a second motion to convert the open box. I believe that's considered unsportsmanlike.
