when a player makes an offensive move towards the basket (so they could be attempting a lay-in starting at the three point line for example). The 3-seconds are not reset if the ball is passed in to the key. So if you are in the key for two seconds, get a pass, you have one second to get the shot off. Personally I love the flow that FIBA rules gives to games. My favourite rule is that timeouts can only be called during dead ball situations, or right after a team scores against you, and the players can't call them. Players need to play and need to understand situations. Oh, also coaches can't call timeouts after the ball has been handed to a player for a throw-in. We see far more 5-second calls.
