Utah's population being more and more non-Mormon (and probably more inactives among the Mormons too), it's logical that BYU would be less popular than they used to be in that state, when measured as a % of the total. And this is a trend that will probably continue for a very long time, unless the Church starts to call on Mormons to migrate to Utah again.
