If governments are spending tax dollars in a way that provides a return on investment (e.g., an increase in tax revenue due to the positive exernalities I mentioned above), then I don't necessarily have a problem with it IF it's not done in some 'under-the-table' deal.

Unfortunately, the system isn't transparent so we have to assume the worst (which probably isn't too far from the truth).
