Yes, there are hazard maps that identify areas
that are more or less likely to have quakes. And the dates of historical quakes are only rough estimates based on geologic layering. For instance, excavations may reveal evidence of a past earthquake in a particular layer of soil or rock and the age of that earthquake is estimated by looking at the depositional history of that soil or the soil above that layer and maybe carbon dating of any organic material found in those layers.
