Yes there are members of FBS
on the committee but the committee doesn't on the proposal.
They evaluate proposals, look at any input from teams and conferences and then pass their recommendation to the Council.
Every FBS conference has been pushing to decentralize the NCAA. CCG is one area over which they believe the NCAA should not have any control.
Every conferences wants to be able to determine how a CC is determined.
The 12 member, two division CCG format was established, arbitrarily by one man, several decades ago.
Conferences of been trying to undo his meddling, for years. They're now in a position to do so. That's why the ACC legislation will be approved.
