Depends on a lot of things. I pay for 25 on comcast and get 26 consistently on

testmy.net and speedtest.net. That is on my 5ghz wifi connection. On 2.4ghz it can range from 5 to 20.

Since you're asking about Netflix, I think it uses ~3-4 Mbps to stream in HD.

That should be plenty. however you should know that 'up to 25 mbps' means 10-15
