Or having them try to enforce the game based on no interpretations or their best effort to call it exactly like it's written?

What's better? I hate it when the game is stop and go with the whistle blowing constantly but I also hate it when the refs decide hey it's late in the game- I called it earlier but not now- or the other millions variations
