Morning or late afternoon into evening. Rainbow pattern works best in cd7 size. You can pull into any bay on the soldier creek side and bait fish. Green power bait with garlic scent or a work and marshmallow combo. My preference is lures but if you have kids the bait fishing is a more sure bet IMO.

In the fall the ticket is tube jigs in white and pearl.

The good news is you have a boat so you should be able to get into fish pretty easily.
