Perhaps but do people tune in to watch a free-throw contest?
The intentional foul in basketball is like the intentional walk in baseball. We tolerate it in strategic moments but we detest it when it is done to single out a specific player (ie when Bonds was being intentionally walked in the 1st inning of games).
