It is very possible he is just a camp arm.
But it's also possible the Jets keep three QB's. And even if they only keep two QB's on the active roster, Bryce Petty is the only other QB currently on the Jets roster that is eligible to be on the practice squad. And it is extremely unlikely that they would put Petty on the practice squad, another team would probably sign him pretty quickly if they did.
