simply because earlier she had decided to not give cards early because it would mean that if someone got red, that means they would also miss the final match, so maybe she thought it would really have to be harsh to give a red meaning the next game they would miss would be a final, and wouldn't want the criticism for that. There was at least one foul in the first half I felt like the ref thought she would be cautious in giving cards because of that.
