They have already tried to leave twice and now they are probably just throwing it out there that they want to expand so that when the league doesn't, they have their out. They only want to expand with schools that don't have any interest in joining like ND, Florida State etc. When the conference can't lure them in they'll say... well we tried but you didn't expand.
