http://www.byui.edu/activities/recreational-facilities/orc this is the ORC I rented a raft from there once. You just have to haul it and bring it back but its the cheapest option by far and good equipment.

If you want to go to Island Park you can float Macks Inn and just pay them for tubes/boats/paddleboards and they transport you to the drop in spot. Slow float and more expensive but less hassle.
