Big, big differences here
Frank committed as a sophomore, after becoming a top 20 talent in his class as a junior he opened his recruitment back up. This isn't uncommon for early commits. By best friend in high school committed to play football at Kansas State as a sophomore, but after being in the running for the player of the year as a junior opened his recruitment back up. He loved OU and desperately hoped they would offer him. He actually ended up at OK State (OU offered him literally the week of national signing day), but that early commit was always with the hope of greener pastures later on. Frank is probably in a similar boat, albeit a much more touted recruit.

Harding is committing as he enters hie senior year. Even if he kills it all year, he want have another season after this so opening back up your recruitment makes a lot less sense. He also isn't going to jump guys like Frank who are top 20 in his class, meaning the only additional suitors will be tier 2 programs. We fit nicely as a top tier 2 program in college basketball, so we shouldn't have issues.
