People are forgetting they only need 75% approval to add teams now
Your statement applies to the PAC 10, in which a unanimous decision was required. Apparently two universities blocked BYU a from consideration. That doesn't apply to the PAC 12 and it'd be hard for them to all agree on adding those four schools over BYU.
That said I do think they'd exhaust their efforts trying to get B12 teams before they added BYU.
