three thoughts: 1st) it's not the news that i see it...
... On, it's real life when I'm down there. I pay close attention to the race of the drivers that I see pulled over. Often times they are white and very clearly tourists.

2) if it is in the news, that's because it happened. The news doesn't make it up. Even if it's not common, why even risk it?

3) there is NO WHERE in the entire area that you can't very easily get to by hopping on a bus or a shuttle van. They even pick you up at your hotel's front door. Why worry about all that crap (renting cars, getting pulled over, getting lost, buying gas, finding places to park, poor directions, etc) when you can have door to door service thanks to these other reliable transportation services?? It's easier, faster, more enjoyable, more convenient, and there is no risk involved.
