athletic talent, and a chance to do develop his abilities as a quarterback at a school with an incredible legacy for developing NFL caliber QBs, but instead of taking advantage of the opportunity, the guy hasn't made any big leaps in his passing game and just keeps doing the same thing that's worked for him since high school, despite suffering two season ending injuries, and despite the fact that it's not enough to beat very good teams. Meanwhile his receivers run wind sprints down after down and he has a very good and under utilized running back lining up behind him. I don't think he's impaired or anything like that, but maybe the problem is he lacks the smarts to understand why NFL scouts don't have him very highly rated and what he needs to do to get better?
