1. Patriots - 34.8 (20 QBs)
-Since 2004, the Patriots have had 2 different players start a game at QB. (Brady, Cassel)
2. Steelers - 33.1 (21 QBs)
-Since 2004, Ben Roethlisberger has started 158 of 176 games for the Steelers.
3. Giants - 33.1 (21 QBs)
-Eli Manning has started the last 167 games for the Giants.
4. Bengals - 29.0 (24 QBs)
-Since Carson Palmer debuted as starting QB in 2004, the Bengals have had only 4 different QBs start a game (Palmer, Kitna, Fitzpatrick, and Dalton)
5. Packers - 27.8 (25 QBs)
-Since 1992, Aaron Rodgers/Brett Favre have started 356/368 games.

So no. You actually couldn't really do this for every team.
