I get where this comes from: universities are looking for ways to get better
compliance with rules from their players. Since they are now going to be giving players more money, it seems natural that it should come with some additional accountability, and these are good things, right?

But your point is a valid one. Seems like it makes it harder to view this COA stipend as something necessary to offset the players costs if it can be taken back bit by bit.
